US Renovation Costs in 2026: Why California Homeowners Pay Double

A budget built from a national cost guide comes up short for home remodeling in San Jose, since those guides leave out the wages, state rules, and city fees that local bids have to price in.

Identical remodeling work runs about a fifth above the national average in San Francisco, which is well short of double. The bigger jumps in Bay Area bids come from California code and older houses adding work to the scope, plus permit fees that San Jose bills by the hour.

How Do San Francisco Remodeling Prices Compare With the National Average?

Zonda’s 2025 Cost vs. Value report prices the same defined projects in 119 U.S. markets, and San Francisco is its closest Bay Area benchmark because San Jose isn’t on the list.

Across all 28 projects, the premium runs from 4% for a garage door to 25% for a metal roof. The report predates the October 2025 federal duties of 10% on imported softwood lumber and 25% on imported cabinets and vanities, which apply equally in every state and leave California’s gap unchanged.

What Plumbers, Electricians, and Carpenters Earn in San Jose

Labor pay drives far more of the California gap, and the May 2025 federal wage survey puts San Jose metro trade wages 12% to 69% above the national median.

Across all occupations, San Jose pay runs 65% above the national median, more than every trade listed except plumbers, and materials fill out the rest of a project’s price, which helps explain why job-cost premiums stay below most wage gaps.

The Workers’ Comp Cost Inside Every California Bid

California ranked fourth-highest of 51 jurisdictions for workers’ compensation premiums in Oregon’s 2024 national comparison. Within the state, the advisory rate for carpenters earning under $46 an hour is $12.075 per $100 of payroll as of September 1, 2026, against a $1.65 average for all job classes, or about $4.65 per hour for a carpenter at the San Jose median, before insurers adjust it.

California and San Jose Rules That Widen a Remodel’s Scope

State and city rules also add work that a national average never counts.

  1. The 1994 water-fixture rule. Under Civil Code §1101.4, a permitted alteration on a single-family home built by January 1, 1994 can’t get final approval until every noncompliant fixture in the house is replaced, such as toilets over 1.6 gallons per flush. With about 70% of Santa Clara County’s housing built before 1990, a hall bath remodel there can end up paying for new fixtures in every other bathroom.
  2. San Jose’s debris deposit. Residential alterations valued at $2,000 or more pay a refundable $1.16 per square foot, returned once the project meets the city’s recycling and documentation requirements.
  3. The 2025 Energy Code. Permits applied for on or after January 1, 2026 must meet it, alterations included, so any light fixture you add or change needs a certified high-efficacy light source and, in most habitable rooms, a wall-mounted dimmer. Adding more than 25 feet of new duct brings sealing and leakage testing into an HVAC job.

San Jose’s Hourly Permit Fees and Construction Taxes

San Jose’s fee schedule for fiscal 2026-27 bills plan review at $325 an hour, inspections at $315, and permit issuance at $211, with a listed minimum for each project type. Plumbing, electrical, and mechanical permits add $315 per inspection hour on top of that, and the city’s 2.42% residential building tax skips single-family alterations and additions unless the project grows the house by more than 50%.

Why National Estimates Miss What’s Behind Older Walls

Bay Area homes run older than the national stock, with a median construction year of 1976 in Santa Clara County and 1966 in San Mateo County, against 1981 nationwide in Census Bureau figures. In older South Bay houses, we check for four conditions as soon as the drywall comes off.

  • Galvanized supply lines corroded from the inside
  • An electrical panel that may lack room for an induction range, a heat pump, or an EV charger
  • Lead paint in pre-1978 homes, which brings federal lead-safe work rules
  • Dry rot around old tub and shower walls

We recommend holding 10% to 20% of a kitchen budget in reserve for finds like these.

Where You Can Trim a Bay Area Remodeling Bid

Four choices made during design and ordering can lower San Jose permit costs or sidestep a scheduled price increase.

  • Design for same-visit permitting. San Jose can grant an over-the-counter permit in one visit for a remodel of 750 square feet or less, or an addition under 500, on a one-story single-family home with no engineered design, provided the property meets the city’s site conditions.
  • Pull simple permits online, where qualifying permits carry half the usual minimum issuance fee.
  • Leave working light fixtures alone. Lighting you don’t alter can stay as it is under the energy code, and recessed cans can keep screw-base sockets with certified trim kits or lamps.
  • Get imported cabinets and vanities into the country before January 1, 2027, when their federal duty is scheduled to rise from 25% to 50%.

How Should You Compare a Bay Area Bid With National Cost Data?

Treat a national cost figure as the floor for a Bay Area remodel, since the same job already runs higher here before local rules or hidden conditions add anything. When a bid lands well above it, ask which lines the permit and the existing house require to see how much of the gap your design choices still control.
